President Ferdinand Marcos Jr. has directed the Department of Public Works and Highways (DPWH) and the Department of Transportation (DOTr) to improve road infrastructure and transport operations as the government prepares for the potential effects of a strong El Niño phenomenon.

The directive forms part of the administration’s broader effort to protect the country’s food, water and energy supplies as prolonged dry conditions threaten agricultural production and could disrupt the movement of essential goods.

Marcos has instructed government agencies to strengthen their respective preparedness measures, including ensuring that transportation routes remain accessible and that supplies can reach communities that may be affected by drought.

The government is also coordinating measures to maintain sufficient stocks of rice and other basic commodities. Officials have said additional imports may be considered if necessary to ensure adequate food availability.

Water security is another major concern, with authorities exploring measures such as cloud seeding, improved dam management, additional water treatment facilities and the reactivation of decommissioned deep wells in Metro Manila.

The administration is also preparing assistance for farmers who may suffer losses because of drought, including financial aid, temporary employment and skills training.

Marcos has directed concerned agencies to submit detailed action plans outlining their preparations and the steps they will take to mitigate the effects of El Niño.

The expected dry spell could affect several sectors, including agriculture, water distribution, energy and public health. By improving transport infrastructure and coordinating supply measures, the government aims to minimize disruptions and ensure that essential commodities remain accessible to affected communities.

Authorities continue to monitor the developing weather conditions as preparations intensify for the coming months.
