Psychiatric groups seek postponement of August 25 school safety drill

MANILA, Philippines — Two psychiatric groups are calling for the postponement of the nationwide school safety drill for active attack incidents scheduled on August 25, citing possible psychological effects on students.
In a joint statement, the Philippine Psychiatric Association and the Philippine Society for Child and Adolescent Psychiatry said they recognize the need for schools to prepare for violent incidents but raised concerns over hyper-realistic simulations.
The groups said such drills may cause lasting stress and anxiety among children without necessarily improving safety outcomes.
They cited studies showing an increase in stress, anxiety and depression-related language on social media following active shooter drills.
Instead of realistic attack simulations, the groups recommended strengthening school security through controlled access points, tighter monitoring around campuses and consultation with mental health professionals.
They also proposed discussion-based tabletop exercises for school personnel and parents. These exercises would allow participants to review emergency scenarios without exposing students to realistic simulations.
The groups also called for the creation of a task force involving education and health agencies, along with psychiatric organizations, to review how active attack preparedness measures should be implemented nationwide.
The Department of Education has scheduled the nationwide simultaneous school safety drill for 9 AM on August 25. The exercise is intended to test schools’ response, evacuation and family reunification procedures during an active threat.
