Prime Minister Mark Carney is pursuing a new partnership that could make Canada the European Union’s first associate member, with Ottawa and Brussels aiming to finalize the arrangement by June 2027.

Carney confirmed the plan at the conclusion of the two-day Canada–EU Summit in Montreal on Friday, October 30, alongside European Commission President Ursula von der Leyen and European Council President António Costa.

The proposal would deepen cooperation on trade, security, technology and education without requiring Canada to become a full EU member.

The Canadian government described its goal as the deepest possible partnership with the bloc short of formal accession.

Carney said both sides would spend the coming months defining the scope of the proposed arrangement, with negotiations expected to conclude during European Council meetings in June 2027.

What associate membership could mean for Canada

Unlike full EU membership, the proposed arrangement would not automatically place Canada under the bloc’s existing membership framework.

In fact, associate membership is not currently an established EU membership category. Canada and European officials must still determine its legal structure, terms and obligations.

The proposal is intended to expand Canada’s access to European partnerships while preserving its independence in domestic and foreign policymaking.

For Canadians, one potential benefit is greater access to European education and employment opportunities.

Ottawa and Brussels have agreed to begin negotiations on deeper Canadian participation in Erasmus+, the EU’s student and skills exchange program.

They will also explore a youth mobility partnership that could make it easier for young Canadians and Europeans to study, train and gain work experience across the Atlantic.

However, the proposals do not currently grant Canadians unrestricted rights to live or work throughout the EU

Trade, technology and security at the centre

The summit also produced a broader agreement called the Alliance for the Future, aimed at strengthening economic and security cooperation.

Canada and the EU concluded substantive negotiations on a digital trade agreement intended to improve cross-border business transactions and provide clearer rules for the digital economy.

The two sides also completed negotiations on an arrangement to facilitate European Investment Bank financing for projects involving Canada’s critical raw materials.

Other initiatives include Canada’s participation in European high-performance computing infrastructure, closer cooperation on artificial intelligence and expanded coordination on energy and defence.

These measures build on the existing Comprehensive Economic and Trade Agreement (CETA), which already provides a foundation for Canada–EU commercial relations.

The closer partnership comes as Canada seeks to diversify its economic relationships amid trade disputes with the United States.

Carney has emphasized the need to reduce Canada’s vulnerability to external economic pressure while maintaining cooperation with established partners.

European officials have also described closer engagement with Canada as a way to strengthen economic security and supply chains in an increasingly uncertain international environment.

EU members must still agree on the terms

Despite support from Carney and von der Leyen, the associate membership proposal has faced questions within the EU.

Germany has raised concerns about using the term associate member for a category that does not exist under the bloc’s current membership arrangements.

The issue is reflected in the summit’s joint statement, which calls for an even closer association between Canada and the EU without formally establishing associate membership.

The statement commits both sides to defining that relationship by the 2027 Canada–EU Summit.

Canada has not been granted associate EU membership, and the proposed status does not yet have an agreed legal definition.

Carney is expected to meet EU leaders again in June, when the two sides hope to settle the framework for their expanded partnership.

In the meantime, Canada and the EU will continue negotiations on education exchanges, economic cooperation and other initiatives announced in Montreal.
