Canada’s Parliament returns with budget, trade tensions and byelections ahead

Canadian MPs are returning to Parliament Hill on Monday for a fall sitting expected to be dominated by the federal budget, new legislation, trade tensions with the United States and several upcoming byelections.
The government is preparing its next fall budget, with Finance Minister François-Philippe Champagne still yet to announce a release date. Prime Minister Mark Carney has said the government intends to balance its operating budget next year, earlier than previously projected.
New legislation is also expected to take centre stage. Government House Leader Steven MacKinnon said significant economic legislation will be introduced, including the proposed Building Canada Strong Act, which would aim to speed up approvals for major federal projects.
The government is also expected to introduce legislation extending the fuel excise tax break announced earlier this month, while possible changes to federal labour laws remain under discussion following a series of major labour disputes.
Trade relations with the United States will remain another major issue. Conservative MPs are pressing the government to release details of a trade agreement previously negotiated with Washington, while Carney’s plan for closer economic ties with the European Union is also expected to face parliamentary debate.
The fall session will also see several byelections. Three newly elected Liberal MPs are expected to take their seats, while six more byelections are expected to be called in Saskatchewan, Ontario and Quebec following resignations and departures from federal politics.
On the international front, Carney is expected to travel to New York for the United Nations General Assembly and host Vietnamese President To Lam during a state visit to Ottawa. India’s Prime Minister Narendra Modi is also expected to visit Canada later this year, according to Indian media reports.
With economic legislation, trade negotiations and upcoming byelections on the agenda, the return to Parliament is set to bring a busy fall political session in Ottawa.
