China embraces AI as U.S. debate grows over risks and human control

China is taking a different approach to the growing debate over artificial intelligence, with widespread public adoption continuing even as U.S. technology leaders warn about potential risks posed by AI.

AI has become increasingly embedded in everyday life in China, from government services and education to consumer applications. A Morgan Stanley survey found that 80 percent of Chinese respondents use AI at least weekly, compared with 54 percent in the United States.

The difference is also reflected in how the two countries discuss AI risks. While American technology leaders and researchers have called for stronger safeguards, Chinese discussions have focused more on misuse, misinformation, cybersecurity and social disruption rather than the possibility of AI destroying humanity.

Chinese intelligence chief Chen Yixin has described AI as a strategic industry for China’s economic development while also warning about risks to social stability and political security.

The contrasting approaches come as Washington and Beijing compete for AI leadership, with both governments treating the technology as increasingly important to their economic and strategic interests.

The debate highlights a broader challenge for governments: how to expand AI development while managing risks involving safety, security and human control.
