Public school teachers set for higher pay, more promotion opportunities in 2027

Public school teachers are set to receive higher basic salaries in 2027, while the proposed national budget provides billions of pesos for teaching allowances, benefits and expanded career opportunities, according to the Department of Budget and Management (DBM).

Under the fourth and final tranche of the government’s salary adjustment program, a Teacher I at Salary Grade 11 will see the monthly basic salary increase from ₱31,705 in 2026 to ₱33,387 in 2027, an increase of ₱1,682 or about 5.3 percent.

The adjustment is part of the four-year salary increase for government workers under Executive Order No. 64, which began in 2024 and runs through 2027.

Teachers are also expected to continue receiving the ₱10,000 annual Teaching Allowance. The proposed 2027 National Expenditure Program earmarks ₱10.36 billion for the allowance, covering about 1.036 million teaching and teaching-related positions nationwide.

The government is also proposing ₱12.09 billion for the Expanded Career Progression program, nearly double the ₱6.15 billion allocated in 2026. The funding is intended to support the reclassification of 135,063 positions and give more teachers opportunities to advance without having to leave the classroom for administrative roles.

The program seeks to address the long-standing situation in which many educators remain in Teacher I, II or III positions for much of their careers.

The proposed budget also includes ₱38.78 billion for benefits under the Magna Carta for Public School Teachers and other personnel benefits. This includes funding for the Personnel Economic Relief Allowance, Special Hardship Allowance, teaching overload honoraria and a medical allowance of up to ₱7,000 for qualified civilian personnel.

Another ₱3.02 billion is proposed for the training and professional development of DepEd personnel, while ₱840.59 million is allotted for the creation of 2,135 additional positions, including school principals, project development officers and administrative officers.

DBM said strengthening non-teaching personnel is intended to reduce teachers’ administrative workload and allow them to spend more time on classroom instruction.

Overall, the Department of Education is proposed to receive ₱975.96 billion under the 2027 National Expenditure Program, higher than its 2026 funding level.

The proposed allocations for allowances, career progression and additional personnel will still undergo congressional deliberations as part of the 2027 national budget process. The scheduled salary adjustment, meanwhile, forms part of the fourth tranche under Executive Order No. 64.
