AI-generated image sparks tighter safeguards for impeachment witnesses

PHILIPPINES – The Senate impeachment court has tightened safeguards for witnesses after a viral AI-generated image falsely suggested that an impeachment witness was wearing an earpiece while testifying in the case against Vice President Sara Duterte.

Presiding Officer Francis “Chiz” Escudero ordered court personnel to secure communication-capable devices from witnesses before they take the stand and obtain their express commitment to follow the court’s rules.

The directive came after an altered image of Office of the Vice President Assistant Secretary Lemuel Ortonio circulated online.

Escudero clarified that Ortonio was not wearing an earpiece during his testimony but had a front-fold helix ear piercing.

Ortonio appeared before the court on Aug. 25 as a prosecution witness concerning the OVP’s use of confidential funds and was later declared a hostile witness.

The court’s restrictions cover earpieces, headsets, cellphones, smartwatches, smart glasses and other devices capable of transmitting or receiving information.

Witnesses are also prohibited from receiving coaching, suggestions, answers, signals, messages or prompts from anyone inside or outside the courtroom.

The restrictions remain in effect even during recesses and will only end once a witness is formally discharged by the court.

Escudero also directed court personnel to explain the rules to every witness, collect prohibited devices before testimony and secure confirmation that the restrictions are understood.

Violations will be dealt with through the impeachment court’s disciplinary powers.

The move comes as manipulated digital content increasingly circulates online, raising concerns over how false images and information could influence public perception of high-profile proceedings.

With the credibility of testimony at stake, the impeachment court is tightening its defenses against both outside coaching and the growing threat of AI-driven misinformation.
