Lookout bulletin sought vs. persons tagged in flood control mess

MANILA – The Department of Public Works and Highways (DPWH) has requested the Department of Justice (DOJ) to issue an immigration lookout bulletin order (ILBO) against 25 contractors and government officials who are allegedly connected to questionable flood control projects.

In a letter addressed to Justice Secretary Crispin Remulla, DPWH Secretary Vince Dizon asked the DOJ to monitor these individuals including contractors Cezarah and Pacifico Discaya, president and authorized managing officer, respectively, of the Alpha & Omega General Contractor and Development Corp. and Lawrence Lubiano, president, Centerways Construction and Development Inc.

“An investigation is being conducted on several DPWH officials and key officers of construction companies allegedly involved in ghost projects and/or substandard construction of flood control projects,” Dizon said. “The timely issuance of an ILBO is of utmost necessity to enable the current investigations to proceed without delay and to hold those liable accountable to the Filipino people.”

An ILBO is for monitoring purposes only, and is not sufficient to prohibit the subjects’ departure from the Philippines.

If encountered, immigration officers are instructed to promptly relay to the DOJ and the House of Representatives any pertinent information regarding the travel, and to check if there are freshly issued orders against the subjects.

–OIC-Assistant District Engineer Jaypee D. Mendoza (DPWH)

–Engineer Ernesto C. Galang, Planning and Design Section (DPWH)

–Engineer John Michael E. Ramos, Construction Section (DPWH)

–Engineer Norberto L. Santos, Quality Assurance and Hydrology Section (DPWH)

–Engineer Jaime R. Hernandez, Maintenance Section (DPWH)

–Floralyn Y. Simbulan, Administrative Section (DPWH)

–Juanito C. Mendoza, Finance Section (DPWH)

–Engineer Benedict J. Matawaran, Procurement Unit (DPWH)

–Alex H. Abelido, president, Legacy Construction Corp.

–Ma. Roma Angeline D. Rimando, owner/manager, St. Timothy Construction Corp.

–Mr. Allan B. Quirante, owner/proprietor, QM Builders

–Mr. Erni G. Baggao, owner/proprietor, EGB Construction Corp.

–Mr. Eumir S. Villanueva, president, Topnotch Catalyst Builders, Inc.

–Ms. Aderma Angelie D. Alcazar, president/CEO, Sunwest Inc.

–Mr. Edgar S. Acosta, president, Hi-Tone Construction and Development Corp.

–Mr. Wilfredo M. Natividad, owner/general manager, Triple 8 Construction & Supply Inc.

–Mr. Romeo C. Miranda, president/AMO, Royal Crown Monarch Construction & Supplies Corp.

–Mr. Mark Allan V. Arevalo, general manager, Wawao Builders

–Ms. Marjorie O. Samidan, authorized managing officer, MG Samidan Construction

–Mr. Luisito R. Tiqui, president, L.R. Tiqui Builders Inc.

–Mr. Ryan Willie D. Uy, proprietor, Road Edge Trading & Development Services

Likewise, the DPWH chief asked the Bureau of Immigration (BI) to inform the department of the travel plans of these individuals.

“In addition to the issuance of ILBO, may we further request that the Bureau of Immigration be instructed to immediately inform the DPWH and other law enforcement agencies of any information regarding the impending travel of these individuals,” he added.
