Marcos’ order adopted the recommendation of the Career Executive Service Board (CESB) to revoke the policy that grants CES rank to MNSA graduates who are appointed to CES positions.

It also repealed provisions of EO 145 s. 2021, which stated that graduates of the NDCP’s MNSA program appointed to CES positions should be granted the career executive service officer rank that is commensurate to their respective posts.

EO 145 was issued by former president Rodrigo Duterte “to deepen the pool of leader-managers in government and further strengthen the quality of policy formation and governance in the public sector.
