Cape Breton communities cut off as severe storm exposes fragile roads

CANADA – For longtime residents of Cape Breton, the storm left behind more than flooded streets, it exposed just how vulnerable some communities have become.

A state of local emergency was declared in Inverness, Richmond and Victoria counties after a powerful storm dumped more than 200 millimetres of rain, washing out roads, collapsing culverts and cutting off entire neighbourhoods.

In Richmond County, some areas recorded up to 250 millimetres of rain. Roads became impassable, leaving residents stranded and emergency crews scrambling to assess the damage.

Wendy Owens Abbott, who has lived in Richmond County all her life, said she had never seen storm damage on this scale. Washed-out roads prevented her from reaching work at the Bras d’Or Lakes Inn in St. Peter’s, where a wedding was scheduled that day.

The flooding also left vulnerable residents isolated. In Guysborough County, 86-year-old Raymond Morris and his wife were stranded after two culverts collapsed near their Sand Point home.

The storm also disrupted utilities, with as many as 40,000 power outages reported Saturday before falling to around 7,000 later in the evening. Firefighters in the Cape Breton Regional Municipality also responded to about 30 calls involving flooded basements.

More rain is expected, with another 20 to 30 millimetres possible in Victoria and Cape Breton counties overnight, followed by additional showers on Sunday.

As communities begin assessing the damage, residents and local officials are confronting a difficult question: how much longer can aging roads and infrastructure withstand increasingly severe storms?
