Controversial vlogger arrested over ‘unjust vexation’

MANILA – Police arrested a vlogger who became controversial for his alleged unauthorized use of a police uniform, the National Police Commission (Napolcom) said Tuesday.
Norman Mangusin, also known as Francis Leo Marcos, was arrested in Pasay City under a warrant issued by the Parañaque Regional Trial Court Branch 294, Napolcom Vice Chairperson and Executive Officer Rafael Vicente Calinisan said in a press briefing in Quezon City.
Calinisan also linked Mangusin to the alleged use of multiple names and identification and the reported presence of unauthorized security personnel.
“Hindi ito simpleng usapin. Kapag may panlilinlang, pag-abuso sa sistema o paggamit ng huwad na pagkakakilanlan, pananagutin natin. Walang puwang ang pagpapanggap at panloloko sa ilalim ng batas (This is not a simple matter. When there is deception, abuse of the system, or use of false identity, we will hold them accountable. There is no room for impersonation and fraud under the law),” Calinisan said.
He added that they have formally transmitted communications to the Department of Foreign Affairs and the Philippine Statistics Authority requesting verification of records and possible investigation into identification documents that may have been fraudulently obtained by Mangusin.
Mangusin is charged with 12 counts of Violation of Article 287 (Unjust Vexation) of the Revised Penal Code in relation to Section 6 of Republic Act No. 10175 or the Cybercrime Prevention Act.
Both the Napolcom and Philippine National Police investigated Mangusin after an image circulated online showing him wearing a blue ceremonial police uniform despite not being a law enforcer.
The unjust vexation case, meanwhile, stemmed from a complaint filed by another vlogger.
