DOTr reviews joint consortium’s dev’t proposal for Clark Airport

MANILA — The Department of Transportation (DOTr) and the Bases Conversion and Development Authority (BCDA) will review the unsolicited proposal submitted by Filinvest Development Corporation and JG Summit Holdings for the development of the Clark International Airport.

This as both agencies are set to proceed with the bidding for the construction of its new passenger terminal building next month.

The DOTr and the BCDA have confirmed the receipt of the unsolicited proposal from the consortium formed by Filinvest Development Corporation (FDC), JG Summit Holdings Inc. and Changi Airport as technical partner for the long-term development of the Clark Airport.

“DOTr and BCDA will thoroughly review the legal, technical and financial aspects of the proposal within a specified timeline and strict deadline based on the required processes and documents,” they said in a joint statement Monday.

In its proposal, the consortium will invest PHP839 billion for the building of future capacity augmentation, expansion of airport facilities including terminals and runways, operation and maintenance of existing and new passenger terminals, among others.

It will likewise develop, operate and maintain the commercial assets of the international airport including facilities for general aviation and fixed base operations and real estate.

Meanwhile, 12 local and foreign firms have submitted their bidding documents for the construction of a new terminal building in the Clark Airport.

The award for the Construction Contract to the winning bidder will be held on Dec. 15, 2017 after the Dec. 5, 2017 deadline for the submission of bids.

The creation of a new, world-class passenger terminal in the terminal is expected to increase the airport’s passenger capacity by 8 million yearly.

The development of the Clark International Airport is a joint project of the DOTr and BCDA which will serve as an alternative gateway to the Ninoy Aquino International Airport (NAIA).
