Filipino professionals could face fewer hurdles when seeking employment in Canada under a proposed free trade agreement between Manila and Ottawa.
The deal under negotiation may allow some eligible Filipino workers to obtain Canadian work permits without going through the Labour Market Impact Assessment, a process employers generally use to demonstrate that hiring a foreign worker will not negatively affect the local labour market.
However, the possible exemption remains under discussion. The two countries have yet to finalize the agreement, establish which occupations would qualify, or confirm the conditions for any changes to the work permit process.
Canada’s existing immigration requirements would still apply. Professionals in regulated fields, including nursing and engineering, would also need to satisfy the licensing and credential requirements of the relevant provincial or territorial authorities before practising their professions.
Both governments are aiming to conclude negotiations before the end of 2026, with November emerging as a possible target.
If finalized, the agreement could open another pathway for qualified Filipinos seeking opportunities in Canada. Until the terms are confirmed, however, workers should not assume that an LMIA exemption is already available or that the proposed deal guarantees employment or a work permit.
