DepEd moves to modernize scouting programs and make them more inclusive

PHILIPPINES – The Department of Education is moving to modernize and make scouting programs more inclusive, aiming to equip learners with practical skills beyond the classroom.

DepEd Secretary Sonny Angara said updated policies will give every learner greater access to leadership, resilience and civic responsibility in a safe and supportive environment.

The policy review follows a stakeholders’ convergence on August 25, where officials and scouting groups revisited existing guidelines for the Boy Scouts of the Philippines and Girl Scouts of the Philippines.

The DepEd is considering revisions to DepEd Orders 76 and 86, both issued in 2012, which govern the scouting programs in basic education.

Scouting officials said the changes are needed to address real-world challenges and provide activities that promote well-rounded learner development.

Beyond camping and traditional scouting activities, the DepEd sees the program as a tool for building discipline, teamwork, crisis management and community service while helping create safer learning environments.

Angara said scouting should be more than a co-curricular activity, describing it as a cornerstone of character building that can help prepare learners for challenges in everyday life.

The agency said the updated guidelines will also support efforts to protect learners’ physical and mental well-being and address school safety risks and learning disruptions.
