₱50K minimum pay for nurses? House bill seeks nationwide salary floor

PHILIPPINES – A bill in the House of Representatives seeks to set a ₱50,000 minimum monthly salary for nurses employed in public and private health facilities across the Philippines.

House Bill No. 9232 was filed on May 13, 2026, by Representatives Antonio Tinio, Sarah Jane Elago and Renee Louise Co. It was referred to the House Committee on Appropriations on May 19.

Unlike proposals focused only on raising the salary grade of government nurses, HB 9232 would also cover nurses working in private hospitals, clinics and other healthcare facilities.

The proposal aims to improve nurses’ compensation and help address the migration of Filipino healthcare workers seeking better-paying jobs abroad.

The ₱50,000 salary, however, is not yet in effect. As of Aug. 28, the bill remained pending at the committee level.

It must still pass the House and Senate and be enacted into law before the proposed salary floor can become mandatory.

Other measures pending in Congress separately seek to raise the entry-level pay of government nurses from Salary Grade 15 to Salary Grade 19.

If approved, HB 9232 would establish a nationwide minimum salary for nurses regardless of whether they work in the public or private sector.
