Solon urges LGUs to adopt EODB reform in Valenzuela

MANILA – A senator on Friday urged local government units (LGUs) to adopt ease of doing business (EODB) reform that harnesses digital innovation to streamline the processing of business permit applications in their jurisdictions.

Senator Sherwin Gatchalian cited Valenzuela City’s recently launched EODB model called “Paspas Permit” system, which is an online service that aims to process business permit applications in just 10 seconds from the usual 15 to 30 minutes.

Gatchalian said Trade Secretary Ramon Lopez recognizes the system for being “the first of its kind” in the country, especially with today’s easy access to smartphones and the internet.

Under the online integrated systems, applicants can now register an account, fill out the online application form, submit the requirements then make payments.

The senator said other cities and municipalities should replicate “Paspas Permit” System of Valenzuela City to make the country more business-friendly to local and foreign investors.

Malaking ginhawa ang matatamasa ng ating mga kababayan kung ang bawat lungsod at munisipyo ay ia-adopt ang digital technology sa pagkuha ng mga permits (Filipinos would experience greater convenience if every city and municipality would adopt digital technology in the application of permits),” he said.

Mas magiging efficient ang pagkuha ng permits at mas mapapadali ang pagtayo ng mga negosyo. Kapag maraming negosyo, magbubunga ito ng maraming trabaho para lahat (Acquiring permits would be more efficient and establishing businesses would be made easier. This would entail more jobs for all),” he added.

He further expressed optimism that the country’s ranking in the Ease of Doing Business report would greatly improve by harnessing the use of modern technology in governance and public services.
