PNP Civil Security Group implements reshuffle

MANILA — The Philippine National Police-Civil Security Group (PNP-CSG) on Friday reshuffled its 27 police officers for their alleged involvement in corruption.

CSG director, Maj. Gen. Roberto Fajardo, said he strongly reiterated his marching orders to focus on implementing orders of President Rodrigo Duterte on the “Ease of Doing Business” particularly on the processing of simple transactions in all government agencies.

According to Fajardo, they include the deputy chiefs from Firearms and Explosives Office-(FEO), Supervisory Office for Security and Investigative Agency (SOSIA), and the CSG.

“Other assistant chiefs and section chiefs are also included in the major reshuffle in CSG if the senior officers cannot stop the corruption in FEO, SOSIA, and CSG, maybe the junior officers (who) will replace (them) can deliver,” Fajardo said in a press briefing in Camp Crame.

Fajardo said that he implemented the reorganization because of the reports like the so-called “Piso-Piso Click Transaction” of some personnel.

“With implementing such orders, it is expected that resistance change is in motion because the usual “piso-piso click transaction” of some personnel will be immediately stopped. There are also reports of “non-appearance” in exchange for grease money. Thus, the internal cleansing in CSG will be strengthened to fight such corruption against all odds,” Fajardo said.

Under this scheme, people who have transactions with the office are allegedly asked to pay PHP100 termed as “piso” for each click in the online processing of their applications.

“This move is considered to be the biggest revamp in the history of CSG where the atmosphere changes are suddenly felt in every corner of the hall,” he said.

He added that apart from these sudden changes, there is a need to reorganize the key positions in the entire CSG to those who are eager to take the lead for bigger and more challenges to make the CSG, SOSIA, FEO fully perform their mandate.

Fajardo also clarified that all officers will be given two to three months to prove their worth and will be evaluated and face another revamp if necessary.
