Duterte appoints new OTS chief

MANILA – The Department of Transportation (DOTr) on Tuesday announced the appointment of retired Lt. Gen. Raul del Rosario as the administrator of the Office for Transportation Security (OTS), an agency under the DOTr.

Del Rosario replaced Undersecretary Arturo Evangelista as Administrator III of the OTS and his appointment papers were signed by President Rodrigo Roa Duterte on August 28, 2019.

“By virtue hereof, you may qualify and enter upon the performance of the duties of the office, furnishing this Office and the Civil Service Commission with copies of your oath of office,” the appointment read.

As head of the OTS, del Rosario is responsible for the country’s national transportation security in all transportation terminals nationwide.

Transportation Secretary Arthur Tugade welcomed the appointment of del Rosario, saying he is confident of del Rosario’s ability to “elevate our country’s overall transportation security measures to be on par with international standards.”

“Ensuring the safety and security of all passengers is a huge responsibility, and I believe that we have the right man for the job,” Tugade added.

With 37 years of military experience where he served as Commander of the Western and Central Commands of the Armed Forces of the Philippines and various leading positions in the Philippine Air Force, del Rosario said he aims to put security as an overriding concern in the country’s transportation services.

“The public avails of our services in the hope that it will bring them to their destinations safely. We must not fail in this regard,” del Rosario said.
