CSC seeks designation of Values Restoration Officers

PALO, Leyte— The Civil Service Commission (CSC) in Eastern Visayas has reiterated its call to each government agencies based in the region to designate two Values Restoration Officers (VRO) to help eliminate corruption in government service.

The VRO is expected to carry out the campaign to restore values such as patriotism, integrity, excellence, and spirituality every week after the flag ceremony, CSC assistant regional director Rowin Riños said in an interview on Tuesday.

“People with good values are great in decision-making, therefore preventing corruption in government agencies,” the official said.

The designated VRO will coordinate all program matters in their agencies and attend the trainer’s trainings and other seminars and meetings to be conducted by the Council for the Restoration of Filipino Values (CRFV).

CFRV is an anti-corruption organization established in 1994 to curb the unabated rise of corruption in the Philippines through the restoration of world-renowned Filipino values that have been eroded by wickedness, greed, covetousness, compromise and sin.

“The appointed officers must be competently equipped with the skills to train and empowered with the core values. Thus, this program is designed to address both concerns by intertwining skills training and values enhancement colloquium,” Riños said.

The designated VRO must be of good moral character and active advocate of good governance by modelling it before the other government personnel, according to the CSC official.

He or she is of good conduct based on the evaluation of head of office and based on the judgment and general observation of co-workers in the agency;

The VRO should have been one of the best performing employees in the government agency and have not been held guilty or liable of nonfeasance, misfeasance, or malfeasance in office or of any flagrant violation of laws and reasonable rules and regulations of the agency.
