Carl Arnaiz on his knees when shot by police: witnesses

MANILA — Two witnesses have identified two police officers behind the death of 19-year-old Carl Arnaiz during a Senate hearing on Monday.

Taxi driver Tomas Bagcal, who earlier claimed he was robbed by Carl, said the two cops allegedly behind the victim’s killing are PO1 Jeffrey Perez and PO1 Ricky Arquilita.

Bagcal also claimed that he saw Carl on his knees and handcuffed when he was allegedly shot by the two cops in Caloocan City last August 18.

Although he was not able to hear the conversation between the cops and Carl being far from the scene, he said that he saw how the victim looked like before he was killed — on his knees with his hands up.
Another witness, who identified himself as Joe Daniel and had his face masked, also said that he also saw Carl on his knees when he was shot.

Meanwhile, Carl’s mother, Eva Arnaiz, revealed during the hearing that she sent her son less than PHP17,000 two days before he allegedly robbed a cab driver and was killed.

Bale kulang-kulang PHP17,000 po na pipick-upin niya. August 16 ko po pinadala, August 17 hindi niya pa nakuha. Tapos nangyari nga iyon (He was supposed to pick up some PHP17,000. I sent the money on August 16, he didn’t receive it yet on August 17. And then that happened),” Mrs. Arnaiz said.
