Canada and Turkey explore closer defence ties as Ottawa looks beyond the U.S.

Canada is looking to Turkey as a potential partner in defence technology, including drones and other military systems, as Prime Minister Mark Carney pushes to diversify the country’s international partnerships and reduce its reliance on the United States.

The renewed interest comes as Ottawa seeks to strengthen cooperation with countries that have developed their own defence industries, while Turkey aims to expand its role in the global military technology market.

During Carney’s visit to Turkey in October, the two countries agreed to elevate their relationship to a strategic partnership, opening the door to closer cooperation in defence, security, trade and energy.

Defence technology is among the areas attracting attention. Turkey has built a growing industry in unmanned aerial vehicles, commonly known as drones, as well as counter-drone systems and other military equipment. Canadian officials have previously identified these technologies as possible areas for collaboration.

For Canada, working with Turkey could provide another avenue to develop military capabilities and strengthen domestic defence production. Cooperation could involve joint development and manufacturing rather than relying solely on purchases from foreign suppliers.

However, closer ties also come against the backdrop of an earlier dispute over military exports. In 2021, Canada cancelled export permits for military goods destined for Turkey following concerns that Canadian-made optical and targeting technology had been used in Turkish drones supplied to Azerbaijan during the Nagorno-Karabakh conflict. Restrictions were subsequently eased in 2024.

The episode highlighted the challenges of defence partnerships, particularly when advanced components can be transferred or used in conflicts beyond the original buyer’s intended purpose.

Any renewed cooperation is therefore likely to raise questions about export controls, end-use assurances and how both governments would ensure military technology is used as authorized.

The developing relationship reflects a broader shift in Ottawa’s approach to international cooperation. Rather than depending heavily on one major partner, Canada is exploring opportunities to work with other countries in areas considered important to its economic and security interests.

Whether the Canada-Turkey partnership leads to concrete defence contracts or joint technology projects remains to be seen. Its progress will depend on the capabilities both countries can offer, the terms of cooperation and safeguards governing the use of sensitive military equipment.
