Raphael ‘Ralph’ Perfecto brings security and operations background to North Vancouver school trustee race

NORTH VANCOUVER, British Columbia — Raphael “Ralph” Perfecto is bringing a career spanning security, operations and business management into the 2026 race for the North Vancouver Board of Education.
Perfecto is an independent candidate for school trustee representing the District of North Vancouver in the October 17 municipal election. His candidacy appears on the current North Vancouver school district candidate list, which identifies him with the District of North Vancouver and no electoral organization.
A Lynn Valley resident, Perfecto enters the race with a professional background largely built around security and operational management.
His professional profile identifies him with MD Charlton, a Canadian distributor of law-enforcement and public-safety equipment, and shows post-secondary studies at the Lyceum of the Philippines University. His campaign materials also highlight previous senior roles in the security sector and extensive training related to safety, emergency response and operational preparedness.
Perfecto is positioning that experience as one of the foundations of his school board campaign, particularly when it comes to safety and preparedness in school facilities.
Among his stated priorities is strengthening school safety, emergency readiness and operational procedures, with his campaign emphasizing the value of applying practical experience in security and operations to the school environment.
His platform also places communication between families and the school district among its priorities.
Perfecto wants to strengthen connections among families, educators and district leadership, with an emphasis on listening to parents and improving the flow of information between schools and the communities they serve.
Another focus is what his campaign describes as “bringing back the basics,” with schools remaining centered on educational learning, foundational skills and student development.
Operational efficiency is also part of his platform. Perfecto has identified responsible resource management and collaboration with trustees, staff and families as areas he would bring to the board.
His campaign materials describe a professional career of more than two decades across security, operations and business management, including leadership responsibilities involving teams and organizations.
That background is also reflected in the way Perfecto has framed his candidacy publicly.
“I am honoured and excited to officially be a candidate for School Trustee in the District of North Vancouver in the upcoming municipal election,” Perfecto said after his nomination was accepted.
“Today marks the beginning of an important journey, and I am looking forward to meeting residents throughout the campaign, listening to your ideas, and having meaningful conversations about the future of our schools and community.”
Perfecto’s candidacy has also attracted attention within the Filipino-Canadian community in North Vancouver, where community posts have introduced him as a Filipino-Canadian candidate and encouraged residents to learn more about his school trustee campaign.
His educational background includes studies in the Philippines, with his public professional profile listing Lyceum of the Philippines University among his educational institutions.
Perfecto is one of the candidates competing for the four North Vancouver Board of Education trustee positions elected by District of North Vancouver voters. The seven-member North Vancouver Board of Education also includes three trustees elected by residents of the City of North Vancouver.
The District of North Vancouver has scheduled advance voting for October 7, 10 and 12, ahead of general voting day on Saturday, October 17. Polls are scheduled to operate from 8 a.m. to 8 p.m.
For Perfecto, the school trustee race represents an opportunity to take experience accumulated in security, organizational leadership, and community life and apply it to the governance of North Vancouver’s public schools.
