Rodrigo Duterte appears in person before ICC for first time

PHILIPPINES – Former President Rodrigo Duterte appeared in person before the International Criminal Court (ICC) in The Hague on Wednesday, marking his first public appearance at the court since he was transferred there in March 2025.

Duterte, 81, attended a hearing concerning his health and ability to stand trial on charges of crimes against humanity linked to his administration’s war on drugs. His trial is currently scheduled to begin in November.

The former president had previously appeared before the ICC through a video link during his initial appearance in March 2025. He had also missed subsequent proceedings, while his defense team raised concerns about his health and cognitive abilities.

During Wednesday’s proceedings, Duterte was seen wearing a dark suit and white shirt. He did not speak in court as judges considered arguments related to his fitness to participate in the upcoming trial.

His lawyers have argued that Duterte has experienced cognitive decline and is not well enough to stand trial. The ICC, however, previously ruled in January that he was sufficiently fit to participate in proceedings.

The case stems from allegations surrounding the killings associated with Duterte’s anti-drug campaign during his time as Davao City mayor and Philippine president. Duterte has denied wrongdoing, while prosecutors have pursued charges related to alleged crimes against humanity.

His first in-person appearance comes as the ICC moves closer to the November trial, placing Duterte directly before the court as proceedings over the alleged killings enter a critical stage.
