Gatchalian demands transparency in 2027 flood control budget

MANILA – Senate President Sherwin Gatchalian is calling for stricter safeguards and greater transparency in the proposed 2027 national budget, particularly for flood control projects, to prevent “ghost” and duplicate projects from receiving public funds.
Gatchalian said every Department of Public Works and Highways (DPWH) flood control project should include complete and verifiable information, such as station numbers, exact coordinates, and detailed project specifications. He also stressed the need for feasibility studies to determine whether projects are necessary, viable, and capable of effectively addressing flooding.
Gatchalian has begun his initial review of the proposed ₱7.2-trillion national budget, including the DPWH allocation. While he acknowledged improvements in the agency’s budget submissions, he said some project details remain lacking and must be clarified during the budget deliberations.
The Senate President also expressed confidence in Finance Committee Chairman Senator JV Ejercito, citing his extensive experience in public service as a former mayor and congressman. Gatchalian said they will continue coordinating closely as the Senate scrutinizes the 2027 budget and works to ensure that public funds go to legitimate, properly studied, and effective projects.
