QUEZON CITY — The Kilusang Bayan Kontra Kurakot (KBKK), an anti-corruption civil society group, filed graft and misconduct complaints before the Office of the Ombudsman on Monday against former Palace Usec. Adrian Carlos Bersamin and ex-DepEd Usec. Trygve Olaivar over an alleged multibillion-peso “commitment-insertion-kickback” scheme involving President Ferdinand Marcos, Jr.
KBKK initiator and Taumbayan Ayaw sa Magnanakaw at Abusado Network Alliance (TAMA NA) convener Prof. David San Juan, BAYAN Chairperson Teddy Casiño, and Seniors Kontra Kurakot (SKK) member Dino Peralta led the physical filing of the complaints.
The complaint asks the Ombudsman to investigate possible violations of the Anti-Graft and Corrupt Practices Act (RA 3019), the Code of Conduct and Ethical Standards for Public Officials (RA 6713), and other offenses related to corruption and misconduct in public office.
“The filing is based on revelations and affidavits regarding alleged budget insertions and kickback deliveries connected to the national budget process, including allegations that Bersamin and Olaivar facilitated billions of pesos of kickbacks on behalf of the President,” the KBKK said in a statement.
The complainants underscored that the current economic crisis brought by the US-Israeli war on Iran will not deter anti-corruption efforts to hold the country’s public officials accountable, adding that “it is all the more imperative” for the government to expedite corruption probes towards the full recovery of the stolen funds.
