Digital shift, intensified tie-ups streamlined processes – DSWD

MANILA – The Department of Social Welfare and Development (DSWD) on Thursday underscored the impact of digital transformation initiatives and strengthened partnerships with non-government organizations (NGOs) in improving the implementation of social protection programs nationwide.

In a Bagong Pilipinas Ngayon interview, DSWD Assistant Secretary Irene Dumlao said the agency’s shift to digital systems, particularly through the DSWD HELPS platform, has significantly streamlined regulatory processes and enhanced service delivery.

“Sa panahon ni Secretary Rex Gatchalian, talaga pinursue [pursue] niya iyong pag-adapt ng digital technology for our essential services (Under the leadership of Secretary Rex Gatchalian, the department pursued the adoption of digital technology for our essential services),” she said.

“Isa na diyan iyong DSWD HELPS na kung saan nga po itong mga regulatory function ng DSWD ay mas pinabilis, mas ginawang episyente at mas convenient for all our stakeholders (Through DSWD HELPS, our regulatory functions became faster, more efficient, and more convenient for stakeholders),” she added.

Dumlao noted that the platform shortened processing time, reduced documentary requirements, and simplified procedures for the registration, licensing, and accreditation of social welfare and development agencies (SWDAs), which serve as DSWD’s partners in implementing community support and welfare programs.

The DSWD has also upgraded the processing of minor travel abroad (MTA) permits, a key safeguard for children traveling internationally.

To make transactions quicker and more convenient, the agency reminds its clients “not to fall in line, but to go online.”

Citing the importance of recognizing NGO and private sector partners, Dumlao shared that DSWD awarded outstanding social work and auxiliary social welfare and development agencies for the year.

“It is important that we maintain standards to ensure uniform implementation of social welfare programs. The DSWD cannot carry out all these programs alone. That’s why we recognize our partners and acknowledge their contributions, regardless of size or significance,” he said.

Dumlao added that honoring partners encourages more organizations to support the department in expanding assistance to poor and vulnerable communities.
