Unliquidated 2022 cash advances down to P717M – Comelec

MANILA – The Commission on Elections (Comelec) on Thursday said it is working for the full liquidation of about PHP2 billion worth of cash advances which was earlier flagged by the Commission on Audit (COA).
In a Viber message, Comelec chairperson George Erwin Garcia said that with “closer coordination” with state auditors, the PHP2.089 billion in unliquidated cash advances as of the end of 2022 has been reduced to PHP717,154,871.57 as of July 12, 2023.
“However, we must note that the liquidation of cash advances is a continuing administrative process,” he said.
In its 2022 audit report, COA said the amount was broken down into PHP1.9 billion given to for Comelec Special Disbursing Officers (SDOs), and PHP188.9 million for Comelec officers and employees (OEs).
The Comelec assured that it is working for “full liquidation, or otherwise settle and account the remaining amount” as soon as possible.
In the meantime, Garcia said the poll body has been pursuing more transparent and inclusive reforms within the poll body’s administrative operations upon his assumption.
These include improvement in the financial processes of Comelec, the streamlining of procedures and the development of simplified and more effective methods of submission of documentary requirements and transmittal of documents.
