New bidding for ICC rejected

MANILA – Officials recently cancelled the latest bidding for the second phase of the controversial Iloilo Convention Center (ICC). The said bid aims to review the scope of work, according to the Department of Public Works and Highways (DPWH).

DPWH Regional Director Edilberto Tayao said that the central office of the agency will do the review following the failed first bidding for the P200-million second phase of the ICC.

No bidder was able to submit a proposal that meets the approved budget of the project.

Tayao noted that his agency already recommended for the scope of work to be revised which includes finishing works, installation of power and water lines, installation of glass fixtures and of two escalators and an elevator.

The first bidding failed after WERR Corp. International, the company that submitted the lowest bid, was disqualified because of its involvement in some delayed DPWH projects.

According to Tayao, many bidders are afraid to submit their proposal because they might be dragged into allegations of overpricing.

Despite the delays, Tayao is confident that the building will be completed by May or June next year in time for the Asia-Pacific Economic Cooperation in September and October.

The ICC project became controversial following the overpricing claims of former Iloilo provincial administrator Manuel Mejorada.

However, during a Senate hearing, Mejorada admitted that the basis of his allegations were information he got from Wikipedia and “whispers” from architect friends.

A new biding might start for the second phase January next year.
