Palace exec nominated to CSC post gets CA nod
MANILA – The Commission on Appointments (CA) on Wednesday confirmed the nomination of lawyer Ryan Alvin Acosta as a new commissioner of the Civil Service Commission (CSC).
Acosta, current Deputy Executive Secretary for Legal Affairs, will serve as commissioner of the government’s central human resources agency until Feb. 2, 2027. He will replace Leopoldo Roberto Valderosa who retired in February 2020.
Prior to his confirmation, Acosta vowed to push for online examinations to ensure that civil service examination takers will be protected from coronavirus transmission, as part of efforts to ensure continuity of government operations amid the pandemic.
One of the CA’s members, Senator Ronald “Bato” dela Rosa pointed out Acosta’s “striking simplicity in the lifestyle he has shown in serving the office of the President of the Philippines.”
Former Senior Deputy Executive Secretary and now Justice Secretary Menardo Guevarra also formally endorsed Acosta to the post.
Senator Franklin Drilon, meanwhile, said Acosta is extremely qualified for the position.
Quizzed on his opinion on the size of the bureaucracy, Acosta noted that there are around 582,378 job order (JO) and contract of service (COS) employees, the majority of whom are hired by the local government units (LGUs).
JO and COS workers do not receive employment benefits such as allowances, bonuses, leave credits and other incentives received by permanent employees.
Acosta said the problem could be addressed by examining why LGUs keep on hiring non-plantilla workers.
Meanwhile, the CA also confirmed the ad interim appointments of 16 generals and senior officers of the Armed Forces of the Philippines.
