This November, Canadian provinces continued inviting hopeful immigrants to go to the next round of the immigration process.

The Provincial Nominee Program (PNP), which began modestly in 1998 with the admission of approximately 200 people to Canada, will now see the intake of over 80,000 new permanent residents every year. At least 3,744 immigration candidates received invitations through a provincial immigration program this past month.

The PNP allows participating Canadian provinces and territories to select a set number of economic immigrants each year and nominate them for permanent residence.

There are currently more than 80 PNP streams in 11 provinces and territories, and each stream is designed to target immigrants who meet the specific labour market and economic needs of those regions.

In most participating provinces and territories, there is now at least one PNP stream that is aligned with the federal Express Entry system, which is Canada’s primary source of economic immigration.

Express Entry-linked PNP streams, also referred to as ‘Enhanced’ PNPs, allow a province to select Express Entry candidates and invite them to apply for a provincial nomination. These streams allow provinces to nominate candidates in the federal Express Entry system, which manages the pool of candidates for three of Canada’s main economic immigration categories—the Federal Skilled Worker ClassFederal Skilled Trades Class and Canadian Experience Class.

Express Entry candidates who are nominated by a province or territory are awarded an additional 600 points toward their Comprehensive Ranking System score.

PNP streams that operate outside of Express Entry referred to as ‘Base’ PNPs, can also nominate candidates, who then pursue permanent residence outside of the Express Entry system.

Here is an overview of provincial program updates and rounds of invitation from the month of November:

British Columbia

  • invited 360 candidates to apply for a provincial nomination through five streams of the BC PNP on November 24.
  • invited 76 candidates to apply for a provincial nomination through four streams of the BC PNP on November 17. This was a Tech Pilot draw.
  • invited 358 candidates to apply for a provincial nomination through five streams of the BC PNP on November 10.
  • invited 76 candidates to apply for a provincial nomination through four streams of the BC PNP on November 3. This was a Tech Pilot draw.

Manitoba

  •  invited 196 candidates, including 40 Express Entry candidates, to apply to the MPNP under three MPNP streams on November 19.
  •  invited 205 candidates, including 7 Express Entry candidates, to apply to the MPNP under three MPNP streams on November 5.

Newfoundland and Labrador

  • The NLPNP is creating a new PNP stream, Priority Skills Newfoundland and Labrador, targeting highly educated and skilled individuals with experience in the province’s in-demand sectors.

Ontario

Prince Edward Island

Saskatchewan

  • introduced 10 new points available in the SINP ranking system for candidates who speak both French and English on November 24. These changes impact the Express Entry and Occupations In-Demand streams of the SINP.
  • invited 551 candidates from the Express Entry and Occupations In-Demand streams of the SINP on November 19. Only certain occupations were considered.
  • invited 532 candidates from the Express Entry and Occupations In-Demand streams of the SINP. Only certain occupations were considered on November 3.
