MANILA — Even before they were placed on the  Bureau of Immigration’s (BI) look out bulletin, four members of the 17 Tau Gamma Phi fraternity,  who were tagged as suspects behind the death of hazing victim Guillo Cesar Servando, have already left the country.

“As of July 11, 2014, bureau records show that Esmerson Nathaniel Calupas, Hans Killian Tatlonghari, Eleazar III Pablico, and John Kevin Navoa are out of the country,” Elaine Tan, BI spokesperson, said in a statement.

Following the orders of Justice Secratry Leila de Lima,  BI on Wednesday, implemented the lookout bulletin order (LBO).

However, one of the suspects, Navoa, was already reported to have left the country and went to Taiwan on July 1 and may have already taken a connecting flight to other countries.

Among those in the LBO list were Cody Errol Morales, Daniel Paul Martin “Pope” Bautista, Kurt Michael Alamazan, Luis Solomon “Louie” Arevalo, Carl Francis Loresca, Jomar Pajarito, Vic Angelo Dy, Mark Ramos, Mike Castaneda, Tessa Dayanghirang, Yssa Valbuena, an alias “Rey Jay” and an alias “Kiko.”

Tan also clarified the limitations of the LBO list, adding that the decision of the immigration’s office on whether to allow any departure will still be based on advice coming from the Department of Justice (DOJ) and the National Bureau of Investigation (NBI).

“An ILBO issued against a person does not necessarily mean that they cannot leave the country, it only directs our immigration officers to coordinate with DOJ and NBI if there is an attempt to depart,” she said.
