President Rodrigo Roa Duterte’s net satisfaction rating and trust rating dropped according to the Third Quarter 2017 Social Weather Survey, conducted from September 23-27.

This is Duterte’s biggest drop in ratings since he became President.

Using face-to-face interviews of 1500 adults nationwide, Social Weather Stations’ (SWS) special report found that with Duterte’s performance, 67% of adult Filipinos are satisfied, 14% are undecided, and 19% are dissatisfied.

The gross satisfaction fell by 11 points from 78% of June with the gross undecided increasing by four points from 10%, and gross dissatisfaction rising by seven points from 12%.

The Chief Executive gained a net satisfaction rating of +48 classified by SWS as “Good,” 18 points below his June rating of +66 classified as “Very Good.”

Duterte’s “Excellent” rating of +75 on June for his net trust also dropped to a “Very Good” +60 rating.

The September 2017 survey found that 73% of Filipinos had much trust, 15% were undecided, and 12% had little trust in the President.

Duterte started with a “Moderate” rating of +16 on December 2015 and stayed in the same rating from January 2016 to March 30 to April 2, ranging from +13 to +29. It was on April 18-20 when his rating became “Good.”

SWS did not disclose details on the reasons and indicators of the results. However, the survey was conducted during the period in which the administration faced criticisms on the deaths of teenagers: Kian Lloyd de los Santos, Carl Angelo Arnaiz, and Reynaldo de Guzman; when the House of Representatives approved the P1000 budget for the Commission on Human Rights (CHR); when the President was in a verbal war with Senator Antonio Trillanes about his alleged bank account in Singapore; and when Duterte declared the 45th anniversary of Martial Law as a “National Protest Day.”

For the public satisfaction survey, respondents were asked “Maaari po bang pakisabi ninyo kung gaano kayo nasisiyahan o hindi nasisiyahan sa pagganap ng tungkulin ni Rodrigo Duterte bilang Presidente ng Pilipinas. Kayo ba ay lubos na nasisiyahan, o wala pa kayong narinig o nabasa kahit na kailan tungkol kay Rodrigo Duterte? (Please tell me how satisfied or dissatisfied you are with the performance of Rodrigo Duterte as President of the Philippines. Are you very satisfied, somewhat satisfied, undecided if satisfied or dissatisfied, somewhat dissatisfied, very dissatisfied, or you have not ever heard or read anything about Rodrigo Duterte?)”

For public trust in the President, they were asked “Maaari po bang sabihin ninyo kung ang pagtitiwala ninyo kay Rody Duterte ay Napakalaki, Medyo malaki, Hindi tiyak kung malaki o maliit, Medyo maliit, Napakaliit, o Wala pa kayong narinig o nabasa kahit kailan na tungkol kay Rody Duterte? Pakisabi ang sagot ninyo sa pamamagitan ng paglagay ng mga kard sa naaangkop na lugar sa rating board na ito (Please indicate if your trust/faith in Rody Duterte is Very much, Somewhat much, Undecided if much or little Somewhat little, Very little, or You have not heard or read anything about Rody Duterte ever? You may indicate your answers by placing each card on the appropriate box on this rating board).”

600 were surveyed in Balance Luzon, 300 from Metro Manila, 300 from Visayas, and 300 from Mindanao. To obtain the national estimates, the area estimates were weighted by the Philippine Statistics Authority medium-population projects for 2017.
