BI deports Chinese woman fraudster

MANILA — The Bureau of Immigration (BI) has deported a 44-year old Chinese woman, who is wanted for fraud by authorities in China.

According to BI Commissioner Jaime Morente, Fan Wenxin, was escorted by a representative from China’s Interpol bureau and two Chinese policemen on her Xiamen Airlines flight to Fuzhou, China last June 13.

The fugitive was apprehended last June 10 upon her arrival aboard a Malaysian Airlines flight from Singapore at the Mactan International Airport in Cebu.

The Chinese consulate in Cebu was informed about the arrest and immediately issued her a travel document so she can be sent back to China to stand trial for her crime.

BI Port Operations Division Chief Marc Red Mariñas said that the Chinese woman was barred from entering the country and was issued an exclusion order for being an undesirable alien.

“She also failed to present an onward return ticket, which is required of all foreign tourists who visit the country,” the BI official said in a statement.

He added that the foreigner, who is a naturalized citizen of St. Kitts and Nevis, also reportedly presented a Vietnamese passport under the assumed name of Troung An Lan which she apparently used to conceal her real identity.

It was learned that Fan’s arrest resulted from a derogatory hit in the BI’s computer when she presented herself for inspection at the immigration arrival counter.

The Interpol database showed that the woman is the subject of an arrest warrant issued by the municipal public security bureau in Daqing, Heilongjiang, China where she was indicted for fraud.

Chinese prosecutors alleged that profited from the “illegal transfer of land use rights” which is an offense punishable by seven years imprisonment under China’s criminal law.
