Senator Francis “Kiko” Pangilinan is urging the government to strengthen consumer protection measures ahead of the anticipated Super El Niño, calling for stricter enforcement of price freezes and action against businesses or individuals hoarding essential goods.
Pangilinan said authorities must prevent unscrupulous traders from taking advantage of the public’s concerns over possible shortages of food, water and other basic necessities as prolonged dry conditions threaten agricultural production and household supplies.
He called on the Department of Trade and Industry, Department of Agriculture and other concerned agencies to intensify market inspections, monitor commodity prices and identify those responsible for profiteering and illegal stockpiling.
The senator also stressed that enforcement should go beyond small retailers and target the owners and organizers behind large-scale hoarding and price manipulation.
Under the Price Act, or Republic Act No. 7581, a declaration of a state of calamity triggers an automatic price freeze on basic necessities in affected areas. Pangilinan urged authorities to clearly inform the public about the products covered, applicable prices and areas under the freeze.
His appeal comes as the government prepares for the possible effects of a strong El Niño, which could bring prolonged dry spells, reduced water availability and disruptions to agricultural production.
The Department of Trade and Industry has earlier secured manufacturers’ commitment to maintain current prices on 204 stock-keeping units of basic necessities and prime commodities until December 31, 2026.
Pangilinan said timely government action is necessary to protect consumers, particularly low-income households and vulnerable communities, from additional financial pressure as the country braces for the weather phenomenon.
