Canada and the European Union are moving toward a deeper partnership, but disagreements over the proposed status of “associate member” have complicated efforts to formalize their relationship ahead of a summit in Montreal.

The idea was raised by European Commission President Ursula von der Leyen, who proposed making Canada the bloc’s first associate member as part of a broader effort to strengthen economic and political cooperation.

However, the proposal faced resistance from several EU countries, including Germany and France, which questioned the meaning of a status that has no formal legal definition under the bloc’s existing rules.

Rather than pursue the disputed label, Canadian and European officials have shifted toward the phrase “ever closer association,” with plans to continue negotiations and define the relationship by their next summit in 2027.

Canadian Prime Minister Mark Carney has welcomed closer cooperation with Europe but stressed that Canada is not seeking full EU membership. He has instead promoted an “alliance for the future” focused on practical cooperation while preserving both sides’ independence.

The proposed partnership could expand collaboration in trade, defense, energy, critical minerals, artificial intelligence, cybersecurity and digital technology. Officials are also considering initiatives to improve connections between Canada, Europe and Asia, study potential Canadian liquefied natural gas exports to Europe, and create more opportunities for young people to work across the Atlantic.

The discussions come as Canada seeks to diversify its economic partnerships amid strained trade relations with the United States. Nearly 70 percent of Canadian exports go to the U.S., while the EU accounts for a much smaller share of the country’s overall trade.

Despite broad support for strengthening ties, the exact terms of the partnership remain under negotiation. Both sides will need to determine how far cooperation can go without requiring Canada to adopt the obligations associated with full EU membership.

The upcoming summit is expected to set the direction for further talks, with leaders focusing on concrete areas of cooperation rather than the contested membership terminology.
