NCAP resumes in five Metro Manila cities; Valenzuela defers rollout

MANILA, Philippines – The No Contact Apprehension Policy (NCAP) resumes Monday, October 5, in Manila, Quezon City, Parañaque, Muntinlupa and San Juan, restoring camera-based traffic enforcement in parts of Metro Manila. 

Valenzuela was initially among the cities preparing to restart the system but postponed implementation until further notice because of ongoing road construction, rehabilitation work and frequently changing traffic conditions. Mayor Wes Gatchalian said the city would prioritize safe and orderly traffic flow while major roadworks continue. 

Under NCAP, traffic violations are detected through CCTV cameras, digital cameras and other monitoring technology instead of requiring traffic enforcers to stop motorists on the road. Recorded violations are reviewed before notices are issued. 

Motorists caught violating traffic rules will be subject to standardized fines under the Metro Manila Traffic Code of 2023. Participating local governments are also providing online systems where motorists can check violations, settle fines and contest apprehensions they believe were issued incorrectly. 

The resumption follows a Supreme Court ruling earlier this year involving challenges to local NCAP ordinances.

The high court had imposed a temporary restraining order in August 2022 that stopped several local governments from enforcing their NCAP systems. In its June 3, 2026 decision, the Supreme Court resolved the consolidated cases challenging the policy, clearing the way for participating cities to resume implementation. 

Quezon City and Muntinlupa have separately confirmed October 5 as the restart date for their respective NCAP operations. 

The Philippine National Police has also said it is prepared to assist local governments as the policy returns.

Motorists are advised to check the official websites and online portals of the participating cities for the specific roads covered by NCAP, violation records and procedures for payment or appeal.
