MANILA, Philippines – The University of the Philippines Los Baños (UPLB) emerged as the top-performing school in the September 2026 Civil Engineers Licensure Examination after all 75 of its examinees passed, giving the university a perfect 100 percent passing rate.

The Professional Regulation Commission (PRC) released the results on October 2, five working days after the examination was held on September 26 and 27 in 19 testing centers nationwide.

Under the PRC criteria for top-performing schools, institutions must have at least 50 examinees and a passing rate of 80 percent or higher.

Following UPLB were De La Salle University-Manila, with 71 passers out of 86 examinees for an 82.56 percent passing rate, and the University of Pangasinan, with 104 passers out of 127 examinees, equivalent to 81.89 percent.

Pangasinan State University-Urdaneta and Tarlac State University shared the next spot after each recorded 58 passers out of 71 examinees, or an 81.69 percent passing rate.

Nationwide, 6,337 of 17,062 examinees passed the September CELE, translating to a national passing rate of about 37.14 percent.

The PRC said the results of eight examinees were withheld pending final determination under the rules governing licensure examinations.

The examination was administered by the Board of Civil Engineering in testing centers across the country, including NCR, Baguio, Cebu, Davao, Iloilo, Pampanga, Tacloban and other locations.

The PRC said online registration for the issuance of professional identification cards and certificates of registration will begin on November 11, 2026, while the date and venue of the oathtaking ceremony will be announced later.
