Marcos awards land titles to 110 Caloocan families under expanded 4PH

President Ferdinand Marcos Jr. awarded land titles to 110 families in Caloocan City as the government continues expanding programs aimed at giving low-income communities secure ownership of the land they occupy.

The titles were distributed on Tuesday, September 15, to qualified beneficiaries of the Llano Homeowners Association Federation in Barangay 167, Llano, under the Enhanced Community Mortgage Program of the Social Housing Finance Corp. (SHFC).

The distribution came a day after a separate nationwide rollout of 913 individual land titles under the Expanded Pambansang Pabahay para sa Pilipino, or 4PH, Program. Those beneficiaries belonged to homeowners and neighborhood associations from different regions.

Marcos said providing families with secure land tenure remains a major government priority as the country continues to face a shortage of socialized and affordable housing.

He said the national government is working with local governments and housing agencies to expand access to secure homes and land ownership, which he described as an important source of long-term security for families.

The Caloocan beneficiaries received their titles through the Community Mortgage Program, a people-led housing finance initiative that helps organized low-income communities acquire and develop the land they occupy or land where they plan to relocate.

The program forms part of the administration’s expanded 4PH housing strategy and is implemented by SHFC under the Department of Human Settlements and Urban Development.

Since the Community Mortgage Program was established in 1988, it has helped more than 301,000 families nationwide obtain security of tenure, according to government figures.

The Llano homeowners’ groups had entered into individual Community Mortgage Program agreements with SHFC over a period of nearly 15 years before organizing themselves into a federation in 2020.

Marcos acknowledged that addressing the country’s housing needs remains a major undertaking, but said the government would continue working to reduce the backlog and expand home and land ownership.

He also urged beneficiaries to protect and take care of their properties, emphasizing that secure ownership can provide families with greater stability for the future.
