Philippines, Japan activate defense logistics pact as security ties deepen

MANILA, Philippines — The Philippines and Japan have brought into force a defense logistics agreement that allows their armed forces to share supplies and services, marking the latest step in an expanding military partnership between the two countries.

The Acquisition and Cross-Servicing Agreement (ACSA) took effect on August 22, following its formal signing in January this year. The agreement sets out procedures for the Armed Forces of the Philippines and the Japan Self-Defense Force to provide each other with supplies and services on a reciprocal basis, including the settlement mechanisms governing such exchanges.

Department of National Defense spokesman Arsenio Andolong said the department welcomed the agreement’s entry into force, noting it builds on the existing defense relationship between Manila and Tokyo.

Andolong said the pact would strengthen operational cooperation between the two militaries “through the efficient and coordinated provision of supplies and services,” adding that it would affect a range of joint activities, including military exercises and humanitarian assistance and disaster response operations.

He also framed the agreement as evidence of the broader strategic relationship between the two countries. “This agreement also demonstrates the practical application of our comprehensive strategic partnership with Japan, characterized by mutual trust and our aspiration for a free and open Indo-Pacific region,” Andolong said.

The move toward the ACSA’s implementation was set in motion last month, when Philippine Foreign Affairs Secretary Ma. Theresa Lazaro and Japanese Foreign Minister Toshimitsu Motegi exchanged diplomatic notes on the sidelines of the ASEAN Foreign Ministers’ Meeting, clearing the way for the agreement to take effect.

The ACSA is the latest in a series of defense arrangements between the Philippines and Japan. It follows the 2024 signing of the Reciprocal Access Agreement, which allows the two countries’ forces to conduct joint training and deploy on each other’s territory. Together, the agreements reflect a deepening security relationship between Manila and Tokyo amid ongoing regional tensions in the Indo-Pacific.

The Department of National Defense has not indicated when the ACSA framework will be used for the first time in a joint exercise or disaster response operation.
