Duterte directed release of P125-M OVP confidential funds; Acosta testifies

MANILA – Former Office of the Vice President Special Disbursing Officer Gina Acosta testified before the Senate impeachment court that Vice President Sara Duterte ordered the release of P125 million in OVP confidential funds to security officer Col. Raymund Lachica in December 2022.
Acosta said she encashed the P125 million check and turned over the entire amount to Lachica upon Duterte’s instruction. She also affirmed that she would not have released the money without the Vice President’s approval.
During questioning, Acosta admitted that government rules do not authorize a security officer to disburse confidential funds. She maintained, however, that Lachica had the expertise to implement confidential activities and would later submit utilization and liquidation reports.
Acosta also acknowledged that Lachica’s role was not reflected in the OVP’s physical and financial plans, accomplishment reports, liquidation reports, or certifications. She said Lachica nonetheless provided inputs and guidelines in preparing the plans for the confidential fund.
The OVP received a total of P500 million in confidential funds through four tranches in 2022 and 2023. The amount is part of the P612.5 million being scrutinized under Article I of Duterte’s impeachment complaint.
Acosta was earlier declared a hostile witness by the Senate impeachment court after prosecutors questioned her previous statements and her role in the handling of the OVP confidential funds.
