House justice panel subpoenas COA, BIR for VPSD impeachment hearing

MANILA, Philippines — The House Committee on Justice issued a separate subpoena ad testificandum et duces tecum to the Commission on Audit (COA) and the Bureau of Internal Revenue (BIR) in connection with the ongoing impeachment proceedings against Vice President Sara Duterte.
COA State Auditor V Atty. Gloria Camora and BIR Commissioner Atty. Charlito Martin Mendoza were ordered to appear before the justice panel at the scheduled clarificatory hearing on April 14, along with the respective original documents subpoenaed from their agencies.
Among several documents from the COA Intelligence and Confidential Funds Audit Office (COA-ICFAO), Atty. Camora is required to bring the submissions of the Office of the Vice President in relation to the liquidation of confidential funds for the fourth quarter of 2022 and the first, second, and third quarters of 2023.
Commissioner Mendoza is similarly ordered to bring the copies of the Annual Income Tax Returns filed by Duterte and her husband, Atty. Manases Carpio, from 2007 to 2025, as well as documents indicating their tax compliance and reported income.
The panel required the appearance of the two officials at the upcoming hearing to give their testimonies, thereby identifying and authenticating the requested documents.
