MMDA launches real-time SMS, email notifications for NCAP

MANILA – Motorists in the National Capital Region (NCR) will now receive real-time text messages and email notifications for violations caught under the No Contact Apprehension Policy (NCAP).

Metropolitan Manila Development Authority chairperson Romando Artes said Monday the enhancement is in line with President Ferdinand R. Marcos Jr.’s directive to further improve the NCAP implementation.

“A key feature of this initiative is that vehicle owners will receive notification via SMS even without an internet connection so that immediate action may be taken as soon as they are notified, and for their convenience,” Artes said in a press conference at the MMDA headquarters in Pasig City.

The new feature is made possible through a partnership with the Land Transportation Office (LTO) and a telecommunications company.

The vehicle owners’ contact details are those registered under the LTO’s Land Transportation Management System (LTMS).

He said SMS and email notifications are a cost-effective and faster way for the MMDA to inform vehicle owners of traffic violations.

SMS messages from the MMDA’s NCAP have a caller ID of ‘MMDA_NCAP’ and do not have a mobile number.

On the other hand, email NCAP notifications are from “no-reply@mmda.gov.ph.”

“The official MMDA text and email notifications do not include any payment links to prevent scams. Both the SMS and email notifications are sent from no-reply senders,” he said.

He called on the public to be cautious of any suspicious messages containing links and to verify the sender’s information to avoid potential scams.

He also called on vehicle owners to update their contact details in the LTO LTMS to ensure they receive these notifications and to ensure vehicle ownership is up-to-date.

“Transfer of ownership should also be processed immediately. A result of ‘No Record Found’ status does not necessarily indicate the absence of traffic violations, as the mayhulika.mmda.gov.ph website shows only traffic violations under NCAP,” he said.

In June, the MMDA launched the “May Huli Ka 2.0” website, a web-based platform that allows vehicle owners to check for traffic violations by entering their plate number or conduction sticker number and their motor vehicle file numbers.
