MANILA – The Department of Trade and Industry (DTI) has issued a new memorandum circular (MC) that further increases the operational capacity of business establishments and activities in areas under general community quarantine (GCQ) and modified GCQ (MGCQ).
Business establishments and activities included in MC No. 20-57 are testing, tutorial, and review centers; gyms, fitness centers, and sports facilities; internet shops; dermatological clinic offering aesthetic procedures; other personal care services including full body massage; pet grooming services; drive-in cinemas; and travel agencies, tour operations, reservation service and related activities.
The new MC said these business establishments or activities under Category III in areas placed under GCQ and MGCQ shall be allowed to operate at 75 percent and 100-percent capacity starting Nov. 1.
The DTI added the amendments aim to provide stability for businesses, restimulate the economy amid the pandemic, and address the rising number of unemployed as well as poverty and hunger incidence.

While increasing the operational capacity of businesses in GCQ and MGCQ areas, the DTI said health protocols are not being relaxed.
The department reiterated to strictly implement the ‘Seven Commandments’ to protect oneself against Covid-19 — wearing of proper face masks; wearing of face shields; no talking and no eating in public transportation and confined and crowded places; adequate ventilation; frequent and proper disinfection; isolating symptomatic and Covid-19 positive individuals; and appropriate physical distancing.
“The DTI, through the FTEB (Fair Trade Enforcement Bureau) and Regional or Provincial Offices, shall continue its strict compliance monitoring through its post-audit mechanism.

Inspection by the DOLE (Department of Labor and Employment), DOH (Department of Health), and the LGU’s (local government units) Health Office may also be conducted at any time,” the MC added.
