Administrative case vs. 2 Ilocos Sur cops not dismissed: PNP

MANILA – Philippine National Police (PNP) chief, Gen. Camilo Cascolan, on Monday clarified that the Internal Affairs Service (IAS) did not dismiss the administrative case filed against two cops tagged in the killing of a 15-year-old girl in Ilocos Sur.

Cascolan made the clarification following posts circulating online alleging that the administrative charges against Staff Sergeants Randy Ramos and Marawi Torda were dismissed by the IAS.

“I would like to debunk another patently fake news circulating in social media on the purported dismissal of administrative cases,” Cascolan said in a press briefing on Monday.

He said the PNP IAS has resolved the administrative case against Ramos and Torda “for conduct unbecoming of a police officer in the penalty of dismissal from the service”.

The two cops were dismissed after charges were filed against them, both indicted for the murder of the 15-year old girl.

Cascolan said both Ramos and Torda are undergoing summary hearing for murder.

“This only goes to show that misconduct and breach of discipline have no place in the PNP. We will continue to actively sustain the momentum of our internal cleansing campaign without fear or favor,” Cascolan said.

The Cabugao Municipal Police Station filed murder charges against Ramos and Torda before the Provincial Prosecutor of Ilocos Sur.

Rape charges were also filed against Ramos by the 18-year-old victim.

Investigation records showed that Ramos and Torda allegedly took advantage of two girls after arresting them for violation of curfew and were reportedly drunk.

According to reports, Torda sexually assaulted the 15-year-old girl while Ramos allegedly raped the 18-old girl, prompting the 15-year-old victim to file “molestation complaint” against the two cops.

The 15-year-old girl was shot dead on her way home from the police station after filing the complaint against the two policemen on July 2.
