Cezar Mancao named cybercrime center chief

MANILA – Former police officer Cezar Mancao II has been named chief of an attached agency in charge of all functions related to cybersecurity, Malacañang said Wednesday.

In a statement, Presidential Spokesperson Harry Roque confirmed that Mancao was appointed as Executive Director V of the Cybercrime Investigation and Coordination Center (CICC) of the Department of Information and Communications Technology (DICT).

Mancao’s appointment paper has yet to be released.

Roque said Mancao has the credentials that suit the job.

“We are confident that Mr. Mancao’s professional credentials would contribute to cybercrime prevention in the country,” Roque said in a statement.

“We wish him good luck in his new assignment,” he added.

Mancao supported President Rodrigo Duterte during the 2016 presidential campaign.

Before his appointment, Mancao served as chief of the defunct Presidential Anti-Organized Crime Task Force for Luzon under the Estrada administration.

He was among those linked to the Dacer-Corbito double murder case in 2000.

Mancao fled the country after charges were filed against them under the Arroyo administration.

He graduated from the Philippine Military Academy Class of 1986.

The CICC was created upon the approval of Republic Act 10175 or the Cybercrime Prevention Act of 2012.

It is responsible for formulating a national cybersecurity plan and extending immediate assistance for the suppression of real-time commission of cybercrime offenses.

The agency also monitors cybercrime cases being bandied by participating in law enforcement and prosecution agencies and facilitates international cooperation on intelligence, investigations, training, and capacity building related to cybercrime prevention, suppression, and prosecution.
