MANILA – The local government of Quezon City will be reimplementing liquor ban as Metro Manila reverted back to a stricter modified enhanced community quarantine (MECQ) from August 4 to 18.

Executive Order No. 35 signed and issued by QC Mayor Joy Belmonte orders the banning of “sale, distribution, and consumption of liquor” during the MECQ period starting Tuesday.

The order states that gatherings due to consumption of liquor appear to have an effect on the spread of the coronavirus disease (Covid-19).

The Local Government Code under Section 455, empowers local government units and officials to carry out emergency measures as deemed necessary especially during times of calamity.

Under section 1 of EO 35, it stated that “no persons, entities, or establishments, whether with valid Liquor License and Regulatory Board (“LLRB”) or otherwise, shall be allowed to sell or distribute liquor, wine, beer, or any other alcoholic or intoxicating beverages (collectively, “alcoholic beverages”) at any time during the MECQ period”.

Meanwhile, the consumption of any alcoholic beverage is allowed within private residences.

To recall, the QC government lifted the liquor ban in the city in May with restrictions.

Those who will be caught violating the liquor ban will be sanctioned, which may include “closure, suspension, or revocation of its permit or license, or in the case of unlawful consumption, possible arrest, and the filing of criminal charges under applicable laws or ordinances”.
