MANILA — The Bureau of Immigration (BI) on Monday reported the arrest of Canadian-American man who allegedly fled the country after allegedly raping a 17-year-old girl more than a year ago.
BI port operations division chief Grifton Medina identified the suspect as Fouad Bounab, 54, who arrived at the Ninoy Aquino International Airport (NAIA) 3 terminal aboard an Air Asia flight from Kuala Lumpur and was brought to Camp Crame Saturday night.
“He fled to Malaysia to evade prosecution for his crime. Fortunately, our counterparts in Malaysia were able to trace his whereabouts and he was arrested and brought back to Manila,” he said.
Medina added that Bounab was charged with raping his victim several times in Subic, Zambales in March last year.
The suspect allegedly lured his minor victim to have sex with him through social media for the purpose of prostitution and sexual exploitation.
The Morocco-born passenger was reportedly accompanied by two Philippine National Police (PNP) escorts who fetched him in Kuala Lumpur after he was arrested by Malaysian authorities.
Lawyer Rommel Tacorda, head of the BI’s border control and intelligence unit (BCIU), said Bounab is on the wanted list of the Interpol which earlier issued a red notice against him.
He added that a warrant of arrest against the foreigner was issued by Olongapo City Regional Trial Court (RTC) Judge Gemma Logronio on July 8 this year.
At the same time, Tacorda said a separate case was also lodged against the foreigner before the family court of the Caloocan RTC for violating the anti-trafficking act and cybercrime law.
