‘Quad intel force’ now creating anti-drug protocol: NCRPO chief

BAGUIO CITY — The “quad-intel force” in Metro Manila composed of various law enforcement agencies is now creating a protocol to consolidate intelligence efforts against all remaining illegal drug syndicates operating in the region, the head of the National Capital Region Police Office (NCRPO) said Saturday.

Maj. Gen. Guillermo Eleazar said the move seeks to identify and come up with operational plans against all the drugs syndicates and drug personalities who continue to distribute shabu and other illegal drugs in Metro Manila.

“This is a breakthrough and good starting point of a whole-government approach against illegal drugs at least here in Metro Manila. We hope to consolidate all our efforts to work as one and to move as one to deal a big blow to drugs syndicates,” Eleazar told reporters on the sidelines of the testimonial parade and review for outgoing Philippine National Police (PNP) chief, Gen. Oscar Albayalde, at the Philippine Military Academy here.

“This is the time to act and consolidate our efforts to deal a final big blow to the illegal drug syndicates in Metro Manila,” he stressed.

The quad-intel force is composed of the Philippine Drug Enforcement Agency (PDEA), National Bureau of Investigation (NBI), Armed Forces of the Philippines (AFP)-Joint Task Force (JTF), and the NCRPO.

The formal alliance aims to run after scalawags in their ranks, consolidate intelligence and operational plans to shield Metro Manila from the entry of new drug supplies and sweep all illegal drugs that have already been distributed in the region.

Eleazar said they will focus on specific drug cases, such as that of Guia Gomez-Castro, who he earlier named as the ‘drug queen’ of Metro Manila.

“We are all here to show a united agency in the campaign against illegal drugs by forming the first-ever formal alliance of the PDEA-NCR, NCRPO, NBI-NCR and the JTF-NCR to run after the scalawags in our rank, consolidate our intelligence and operational plans to shield Metro Manila from the entry of new drug supplies and at the same time, sweep all the illegal drugs that have already been distributed in the metropolis,” Eleazar added.

The quad-intel force noted it would have “no compromise and zero tolerance” against those who defy the government in its fight against illegal drugs.

It added that these were “always sidelined by reports of wrongdoings not only by the so-called ninja cops but also of what we describe as ‘narcos in uniform’ that include those in other law enforcement agencies”.

Eleazar said the meeting with other law enforcement agencies may obtain some information on the identities of scalawag Metro Manila policemen.

“This should be a whole-intelligence community approach, a whole-government approach,” he said.

He said public participation will also play a significant role in going after policemen engaged in illegal drugs.
