MANILA — The city government of Marikina has awarded land titles to more than 1,500 Informal Settler Families (ISFs).

Marikina Mayor Marcelino Teodoro said Monday that while the city does not have a housing program, he wants all families in the city to have their own lots.

“We do not have housing program in Marikina because financially it will constrain, burden the government funds so what we did is tenureship on lots. We are working on titles as these are more secure,’’ the mayor said in a statement.

Teodoro said the city is doing this by buying some private properties while some are being put under a community mortgage scheme.

According to Teodoro, Marikina LGU has 248 settlement areas that have about 20,000 residents.

The mayor said that they are making sure that all settlement areas are safe in Marikina, saying safety of people is always their top priority.

“All constructions, even in settlement areas, have a building permit requirement.

This is not about tightening rules but ensuring safety in constructions. This is free for settlement areas. No regulatory fees as long as standard settings are applied,” the local chief executive noted.

Because of their LGU’s effective programs, Teodoro said that Marikina is now “illegal-settler-free.”

To date, the local government, through the Titulo Para sa Bawat Tahanan Program, has given financial subsidy for survey and tilting to about 2, 500 families.

Nena V. Tiglao, Marikina City Land Management and Community Relations Division chief, said the land distribution was intensified in their city in compliance with the mayor’s order.

“Mayor Teodoro ordered to intensify the land distribution in Marikina City. He wants all ISFs here to have dignity by owning their own lands,” she said.

“Compared to other mayors, Mayor Teodoro made the land distribution to ISF residents his top priority.”

Tiglao said beneficiaries of the program pay around PHP200 to PHP680 per month, with 6 percent interest for 25 years, depending on how the big is their lot.

Tiglao said that beneficiaries who availed of local government lands will pay about PHP200 to PHP800 per month for 10 to 15 years, with only 3 percent interest.

“They will pay at the City Hall for 10 to 15 years, with 3 percent interest.

It varies depending on the size of their lots,” she said.

The Marikina City Land Management and Community Relations Division head said Teodoro wants to make communities in Marikina City similar to subdivisions.
