JBC releases shortlist of candidates for Sandiganbayan, CA posts

MANILA — The Judicial and Bar Council (JBC) released a shortlist of candidates for vacancies in the Sandiganbayan and Court of Appeals.

There were nine candidates after President Rodrigo Duterte earlier promoted Sandiganbayan Associate Justice Samuel Martires and CA Associate Justice Noel Tijam to the Supreme Court (SC).

JBC said five candidates namely Maryann E. Corpus-Manalac, Kevin Narce B. Vivero, Josephine Capio Caranz, Olivia B. Escubio-Samar and Rosanna Fe A. Romero-Maglaya will be vying for the vacant Sandiganbayan Associate Justice post.

Four candidates namely Walter S. Ong, Maria Celestina C. Cruz-Mangrobang, Angelene Mary W. Quimpo-Sale and Merianthe Pacita M. Zuraek will be vying for the vacant CA Associate Justice post.

Martires and TIjam are Duterte’s first two appointees in SC. His third appointee in the high court is former CA Presiding Justice Andres Reyes Jr.

The fourth in the list of the President’s appointees in the high court is Sandiganbayan Associate Justice Alexander Gesmundo.

The JBC is constitutionally mandated to screen and vet nominees to the President for vacant posts in the judiciary and the Offices of the Ombudsman and Deputy Ombudsman.

The council is chaired by Chief Justice Maria Lourdes Aranal-Sereno, with ex-officio members, Justice Secretary Vitaliano Aguirre II, along with the legislative branch namely Sen. Richard Gordon and Mindoro Oriental Rep. Reynaldo Umali, who shall have a term sharing seat in the JBC.
